T-mo contracts with other providers (mainly Cellular One) for roaming in Duluth and outlying areas. GPRS data on T-Mobile devices has been completely absent in these areas for months. EDGE is working in some areas. Avoid GPRS-only phones and get EDGE-equipped GSM phones if you want data functions to work around Duluth, Fargo and Grand Forks.

Reception with Virgin Mobile has been spotty anywhere I have been. I get pretty good reception in Duluth, up to 5 bars downtown. Reception at my home in Saginaw (near US 2 and MN 33) is poor, usually 1 or 2 bars. When traveling, there is usually NO SIGNAL along the freeways between major cities. I was with Cellular One in Duluth for about 10 years and they had good reception, but there were too many surprise charges (Roaming, Long Distance and Extended Area charges of over a $1 / min.) on the monthly bill and poor customer service so I gave them up. Overall costs with Virgin Mobile have been considerably less.
