What a complete joke Cingular is. I switched from AT&T TDMA(great service) to get the additonal features a GSM network has to offer (SIM card, roll over minutes, cool phone, OBEX, free roaming etc). I lasted exactly 1 week. NO reception at work (About 5800 South and 5800 West in Salt Lake City), incredibly bad service at home in Kaysville, and 200 dropped calls in the one week I was with them. I had an emergency and my kids' school tried to reach me all day, and my phone did not even ring because of bad reception. I just cannot have that happening. I just now switched to Verizon and will give that a try (unfortunatley there are some trade off-s with the great reception of Verizon... ... poor choice of phones, not OBEX enabled, etc etc). My recommendation: if you depend on your phone to actually communicate with people, don't get Cingular. If you like to have a fun toy to play games with, have great looking walpaper, etc, go for the RAZR with Cingular. People will be impressed with your phone, but then... .they won't be able to tell you so over the phone. Make sure they can tell you in person.
